The Solar Library and Energy-Optimized House (called Solar LEO House), situated in Youth Park in Taipei, has been constructed based on environmental protection principles. The Solar Library is a two-story box-like house with a simple, minimalist, modern appearance. The form was obtained through computer programming analysis to minimize the energy use of electricity. The design was a collaboration between Bio architecture formosana and HAND initiative who brought in German energy saving building concepts and expertises.

The Library was donated by Cheng Fu-tien (鄭福田), the late founder of a solar power company, who grew up in the local area as a kid. Now the first floor of the building is an unmanned library equipped with a radio frequency identification (RFID) system, providing accessible reading space to the people in the neighborhood. The second floor of serves as a venue for environmental education for the city.
